Program Details The Teachers Council invites you to explore our innovative, no cost staffing options for your school. As you review this information you will quickly understand the easy process, the no cost benefits and the placement of professional teachers that Teachers Council makes available to your school. Summary Degrees All teachers have a minimum of a BA degree from an internationally recognized college or university. The degree is equivalent to a US degree based upon evaluations from World Education Services or other approved evaluators. Majors The teachers have majors in almost all subject areas. Teachers Council has successfully recruited and placed teachers in Early Childhood - preschool, elementary, all levels of Math, all areas of Science, bilingual Spanish/ESL, Chinese and other languages, and general education. Teachers are also available in specialized subjects that include: Computer Science, Special Education, Physical Education, Dance, Music and the Arts. The primary specialty area for Teachers Council is Science and Math. English Language Teachers have excellent English language fluency, including both spoken and written English. The teachers are pre-screened by Teachers Council and then go through an extensive interview procedure with the schools to present their English fluency as well as knowledge of subject matter, teaching methods and experience. Experience TC requires participating teachers to have successful teaching experience at the elementary or secondary level. In most cases, the teachers have many years of experience, especially in the subject areas of Math and the Sciences. All teaching experience is verified by TC and recommendations are provided to your school. Certification It is understood that the international teacher cannot be fully certified because the Praxis exam and similar testing requirements are only offered in the US. However, the course work of the teacher can be reviewed and evaluated in order to determine if it meets the eligibility and equivalency standards and requirements of the SDE and the school. Provisional, temporary, or emergency approval may be granted to the teacher by the state or the school district and testing can be completed upon entry or during the provisional term. Teachers screened by Teachers Council have often been successful in passing Praxis examinations. Based upon the state’s requirements teachers can also be assistant teachers or substitute teachers until such time as they complete their certification and licensing. TC provides resources and services throughout this process, by helping the teachers prepare for and successfully pass all necessary examinations for certification in your state. Licensing All teachers are fully credentialed in their home country. Each state varies as to the policies and regulations that govern the certification and licensing of teachers. Teachers Council will cooperate with the school to meet these requirements for the teaching position. The teachers are motivated to become licensed and/or certified and with TC’s help will take any additional required courses as soon as possible. Screening of Teachers TC thoroughly screens and selects teachers, which includes application, resume, verification of credentials, references and personal interviews. After successful completion of initial TC screening resumes are provided to the school to review the qualifications of the teacher. An extensive international telephone interview is conducted between the school and the teacher. During the interview the school can determine the English fluency, experience, personal characteristics, teaching philosophy, educational background, and goals of the teacher. In many cases, TC will provide a video of the teacher for the school’s review. In some cases, depending upon the number of teachers that are requested, TC will arrange for representatives of the school to travel to the country and personally interview the teachers. No Cost There is no cost to the school for any of the services provided by Teachers Council. The no cost services include: recruitment, placement, evaluation, interviews(via telephone, video and in person overseas), immigration legal services, relocation, orientation and continued assistance during initial employment. Teachers Council provides your school with our professional support personnel as and when needed.Process [Also included in FAQ] Resume Teachers Council will post a resume of the teacher on the TC web site SCHOOL section by Login under categories based upon majors and grade levels. Evaluation TC will also post WES and other evaluations on the web site and send them to the schools that have expressed an interest in the teacher. TC arranges for an independent evaluation of the academic qualifications of the teacher that is performed by an approved company, such as World Education Services, to provide evidence that the international educational background, including the university, coursework and degree, meet the equivalent standards for a teacher who has graduated from a US college or university. Interview TC arranges an interview between your school and the teacher. The interview can be done by telephone or, in some cases, by videoconferencing, web cam or personal interview. The US School can ask questions to determine experience, personal characteristics, teaching philosophy, educational background and the goals of the teacher. In many cases, TC will also be able to provide a video of the teacher to the school in order to see and hear the teacher on a more personal basis. Teachers Council goes to great lengths to ensure that the hiring process for your school is efficient and effective. In all cases Teachers Council covers all recruitment costs, except the possibility of traveling overseas to personally interview teachers. Some smaller school districts may want to "pool" resources and send one or more experienced Human Resource administrators, directors or principals overseas to interview, short-list and/or select teachers on behalf of several schools or districts. Remote recruiting can be done anywhere in America, using phone, videoconferencing and/or web-cam interview methods. Eligibility After the teacher has been conditionally accepted by your school TC assists the teachers with evaluation by the SDE or other agency to determine eligibility and verify that the teachers meet your state’s requirements for eligibility as well as the regulations of the No Child Left Behind legislation. Final Job Offer After the evaluation is completed by SDE your job offer should then be conditional only upon the technical requirements of fingerprinting, Social Security registration, etc. In some cases fingerprinting can be completed prior to the teacher’s entry into the US. However, Social Security may only be applied for in the US. Immigration Application TC arranges for immigration legal counsel to apply to the apprpriate government agencies for Labor Certification, USCIS approval, and finally DOS approval at the overseas US Consular Office. Immigration counsel provides complete legal representation at no cost to the school. The school participates in the complete process as the employer and sponsor of the teacher. Information is obtained from the School and then the school must review and approve the entire proposed application prior to filing. TC will make any changes that are requested before any applications are submitted to the government agencies. The school also receives copies of all filings. DOL and USCIS forms are included in the LOGIN section for the schools. Start by filing out and submitting the on-line application for schools or by calling our central office at 410-990-4412. Grade Levels and Subjects. Preschool Early childhood specialists serving Pre-K – 3rd grade classes: Schools must be accredited or licensed by the SDE in order to qualify for the H-1B visa. Early Learning Centers that are licensed by the Health Department or Social Service Agency generally will not qualify for the H-1B visa unless they have a contract with a public school to provide Early Childhood instruction. The H-1B visa is limited to only those occupations which require a minimum of a Bachelors Degree. Because Early Learning Centers often employ teachers that have Associate degrees or only a CDA license they generally will not qualify as a sponsor for the teacher. Elementary School Elementary school teachers with K-6. Math, sciences and art specialists available for primary grades as well. Middle School Middle school teachers with a variety of single-subject expertise and classroom experience up to 8th grade, specializing in math and the sciences. High School High School teachers with a variety of single-subject expertise and classroom experience for grades 9-12, specializing in Math, Sciences and Computer subjects. Substitutes Schools have the advantage of hiring our teachers as long-term substitutes and, with TC’s support,then have the teacher move into a permanent position when convenient. Many schools find this benefit very exciting because they no longer have staffing problems with substitutes and have the additional advantage of evaluating the teacher for a permanent position. Specialized Subject Areas. General Education Primary Grades. Mathematics Algebra, Geometry, Trigonometry, Calculus, Statistics. Science Biology, Chemistry, Physics, General Science. Foreign Languages Chinese, Korean, Spanish, French, German, Polish, Russian. Bilingual Spanish Teachers are available in all subject areas that are bilingual in Spanish. Music Instrumental, Vocal. Art Performing Arts, Dance, Visual Arts. Computers and Technology Networking, Software design, Computer Applications in school and business. Special Education Teachers with Special Education credentials and aides with expertise and experience working with a variety of special needs populations such as SED, LD, LH, DD, VH, HH and others. Other Specialists A variety of areas of expertise such as Educational Therapist, Gifted and Talented, Media, Librarian, Resource, Bilingual/ESL, and other specialists.
