Background

According to the National Education Association in an article published in August 2003, "An historic turnover is taking place in the teaching profession. While student enrollments are rising rapidly, more than a million veteran teachers are nearing retirement. Experts predict that overall we will need more than 2 million new teachers in the next decade.

This teacher recruitment problem, which has reached crisis proportions in some areas, is most acute in urban and rural schools” “The statistics for turnover among new teachers are startling. Some 20 percent of all new hires leave the classroom within three years. In urban districts, the numbers are worse—close to 50 percent of newcomers flee the profession during their first five years of teaching.” The NEA was founded in 1857 and has 2.7 million members who work at every level of education, from pre-school to university graduate programs.

Furthermore, there is an urgent need to improve education in the United States. On January 8, 2002, President Bush signed into law the No Child Left Behind Act of 2001. The Act is the most sweeping reform of the Elementary and Secondary Education Act (ESEA) since ESEA was enacted in 1965. It redefines the federal role in K-12 education and will help close the achievement gap between disadvantaged and minority students and their peers.

It is based on four basic principles: stronger accountability for results, increased flexibility and local control, expanded options for parents, and an emphasis on teaching methods that have been proven to work.

Our Mission

Teachers Council searches the world for talented teachers dedicated to educational excellence. International teachers from countries around the world integrate culture and knowledge to create an educational environment for students of all ages. Our teachers are exceptional, highly motivated and experienced professionals who are eager to bring their instructional talents, skills and cultures into our U.S. classrooms. The international teachers will present a classroom environment for students to enable them to develop a better understanding of their world and themselves.

Teachers are professionally matched by our experienced team of educators. Criteria for matching include level of education: primary, middle and secondary schools; type and size of school; subject area; and geographical location. TC requires that all teachers have a minimum of a Bachelors Degree from an accredited university or college. TC evaluates and validates each teacher’s qualifications and experience. We pre-screen all candidates individually for academic qualifications and experience by resume, transcripts and diplomas and then arrange a personal interview to determine English fluency. Further, we arrange for an agency or company approved by the SDE [State Department of Education] to review the educational transcripts of the teacher and diploma, which are provided under seal by the university, to determine that the academic qualifications of the teacher are equivalent to the academic qualifications provided by a US university or college. Only then, do we present the teachers to the schools for interview and acceptance subject to review and determine final eligibility through their SDE. Resume summaries can be reviewed on our website or we will send the resumes selected to the schools that specifically match the schools requirements and positions. During the selection process, TC will arrange telephone interviews and where possible TC will arrange the interviews live through a video teleconferencing.

After a placement is complete, TC maintains a liaison and works in conjunction with the school and the teacher. TC provides comprehensive support for all schools and teachers through orientation, teacher training, and continued assistance after the teachers have begun their employment.

Teachers have been placed in over 15 States in public, charter, private and parochial schools in many subject areas, including early childhood and kindergarten classrooms, primary grades, middle and high school grades for all levels of the math and sciences, including bilingual and ESL instruction at all educational levels.

Teachers can be placed in provisional, emergency permanent teaching positions and as long term and temporary substitutes or as a temporary substitute until permanent positions are available.
